History And Present 

When Tokiya was a child, he was with his sister when he was attacked by a group of people supposedly after the Ensui, which was passed down from his ancestors. His sister died saving him. 

After that, he trained hard under his Meguri Kyoza to avenge his sister's death. He met Recca because they were in the same school. He saw the display of powers when Recca fought with Fuuko when she was under Kagerou's control and thought that it might have something to do with the people who killed his sister. 

Sometime after that, he confronted Recca to inquire. Recca tried to fight Tokiya but failed miserably. Tokiya then saw Yanagi, who had a striking resemblance to his sister. When she told him to stop assaulting Recca, he did and walked off. 

Sometime the next day or the day after, Yanagi was at a theme park with Recca, Fuuko, and Domon. When Yanagi was alone, Tokiya confronted her at the mirror house. Recca heard Yanagi's screams and rushed to her rescue. 

In the resulting battle between Recca and Tokiya, Recca finally won. 

After that, Tokiya was not seen near Recca and his friends for quite some time. Kagerou kept him in her sight, so when Recca went with Fuuko and Domon to save Yanagi from Kurei's grasp, Kagerou convinced Tokiya to help. 

He later joined the Hokage team in the Ura Butou Satsujin. In his last match with Kai, he found out the real reason why his sister was killed. Kai was Meguri Kyoza's other mentee. He told him that it was Meguri Kyoza who killed his sister, as he wanted Tokiya to become motivated enough to learn the Ensui well. 

After that, he slowly learned to co-operate with the other members of Hokage and is with them even until now in the manga.

Character 

Tokiya is very calm and collected. He doesn't speak very much. This could be partially a result of his sister's murder. He is also sharp and observant. He doesn't believe very much in will power when it comes to winning battles, the way Recca does. 

Also unlike Recca, Tokiya is willing to give up in battles under certain circumstances. Because of these numerous differences between Recca and himself, Tokiya often has problems co-operating with Recca. 

However, if it is for the sake of saving his sister, he will do anything. 

He cares quite a bit about Kaoru since, during the first battle with him, when they first met and Kaoru was still loyal to Kurei, Tokiya noticed that Kaoru was still a child. 

He occasionally finds Kaoru both amusing and irritating, due to Kaoru's diehard cheerful attitude. Fuuko seems to be able to treat Tokiya the way she treats any other person (think Domon) and get away with it. Tokiya has a spot for Yanagi too, due to her resemblance to his sister. His sister was probably around the same age when she died too.

Fighting Skills 

Tokiya's 'normal' fighting skill is his swordsmanship. He uses his Ensui as a sword, which uses water to form the blade. He can handle his sword extremely skilfully and strike very accurately with the tip of it. 

This is due to his long years of training under his mentor. Other special powers he has are related to water or ice, water's other form. The techniques he uses with his Ensui are: 

Absolute Zero 

This technique allows him to freeze whatever surface his sword comes into contact with. He used this when fighting Mokuren. 

Tsurara Mai 

He used this in his dual with Recca against Neon and her sister. It creates icicles from the ground (or the surface into which is sword is plunged) that fly up and embeds themselves in the ceiling. 

These create more icicles due to the lack of heat. The newly created icicles fly back to the ground. This continues until the enemy is killed or until the goal is achieved. 

Mizu Hebi (Water Snake) 

Tokiya slashes at an orb of water, which he created, with his Ensui. The water then turns into a water snake that rushes towards the opponent in an assault.

Tsurara Hebi (Icicle Snake) 

Tokiya combines Tsurara Mai and Mizu Hebi to form an ice snake much the same way he forms the Mizu Hebi.
